Job Description

Petroraq Engineering Co. Ltd.is seeking an experienced Project Cost Control Engineer (Civil) to monitor, analyze, and control project costs across civil, infrastructure, and construction projects. The successful candidate will be responsible for budget management, cost forecasting, progress measurement, and financial reporting to ensure projects are delivered within approved budgets while maintaining quality and schedule objectives.

Key Responsibilities

  • Develop and maintain project cost control systems, budgets, and cost breakdown structures (CBS).
  • Monitor actual project expenditures against approved budgets and identify cost variances.
  • Prepare detailed cost reports, cash flow forecasts, and Estimate at Completion (EAC) reports.
  • Track project commitments, purchase orders, subcontractor costs, and material expenditures.
  • Coordinate with Planning, Procurement, Engineering, and Site Execution teams to monitor project progress and cost performance.
  • Review and validate subcontractor payment applications, progress claims, and variation orders.
  • Analyze labor, equipment, material, and subcontractor productivity to identify cost-saving opportunities.
  • Prepare monthly cost reports, earned value analysis, and project performance dashboards.
  • Monitor change orders, claims, and additional works to assess their financial impact.
  • Support project managers in preparing revised budgets and recovery plans for cost overruns.
  • Maintain accurate records of project costs, commitments, forecasts, and financial documentation.
  • Participate in project meetings and provide management with timely cost performance updates.
  • Assist in project close-out, final cost reconciliation, and lessons-learned reporting.
  • Ensure compliance with company cost control procedures, contractual requirements, and applicable project standards.

Qualifications & Requirements

  • Bachelor's degree in Civil Engineering from a recognized university.
  • Minimum 3-5 years of relevant experience in project cost control within civil, infrastructure, or EPC construction projects.
  • Strong knowledge of budgeting, cost forecasting, earned value management, and cost variance analysis.
  • Proven experience in monitoring civil construction costs, subcontractor payments, and project financial performance.
  • Proficiency in Microsoft Excel, Primavera P6, and cost control or ERP systems.
  • Familiarity with quantity surveying, BOQs, construction contracts, and variation management.
  • Ability to interpret engineering drawings, project schedules, and technical specifications.
  • Strong analytical, numerical, and reporting skills.
  • Excellent communication and coordination abilities.
  • Ability to work under pressure and manage multiple project priorities.
  • Knowledge of Saudi Arabian construction practices and local market conditions.
  • Saudi Council of Engineers registration or eligibility is preferred.
  • Experience with Saudi Aramco, SABIC, Royal Commission, or major  projects is an added advantage.

Preferred Competencies

  • Strong attention to detail and commercial awareness.
  • Ability to independently manage project cost reporting and forecasting.
  • Experience with Earned Value Management (EVM), including CPI, SPI, and EAC.
  • Knowledge of FIDIC contracts and project change management.
  • Proactive approach to identifying cost risks and recommending corrective actions.
  • Strong collaboration skills with project management and multidisciplinary teams.
