Petroraq Engineering Co. Ltd. is seeking an experienced and technically strong Project Engineer – Mechanical Projects to manage mechanical EPC/construction projects from engineering and procurement through construction, testing, commissioning, handover, and closeout.

The ideal candidate must have strong hands-on experience in mechanical construction, piping, equipment installation, HVAC, utility systems, firefighting, plumbing, pumps, rotating/static equipment, fabrication, and associated industrial mechanical works.

The position requires a Project Engineer who understands both technical execution and commercial project management.

Key Responsibilities

Project Management & Execution

  • Take full ownership of projects from kick-off and mobilization through final handover.
  • Develop and implement the Project Execution Plan (PEP), construction strategy, resource plan, and execution priorities.
  • Lead Engineering, Procurement, Construction, Planning, QA/QC, HSE, Commercial, and subcontractor teams.
  • Ensure projects are delivered safely, on schedule, within budget, and according to contractual requirements.
  • Identify project risks, delays, and bottlenecks and implement corrective/recovery actions.

Mechanical Technical Management

Manage mechanical works including, as applicable:

  • Process and utility piping.
  • Pumps, rotating and static equipment.
  • Tanks, vessels, packages, and skids.
  • HVAC and ventilation systems.
  • Firefighting and plumbing systems.
  • Water, drainage, and utility systems.
  • Equipment installation and alignment.
  • Piping fabrication, welding, NDT, hydrotesting, flushing, and reinstatement.
  • Insulation, cladding, supports, and associated mechanical works.

Review and understand P&IDs, isometrics, equipment layouts, GA drawings, data sheets, specifications, BOQs, IFC drawings, shop drawings, and vendor documents.

Engineering & Procurement

  • Coordinate engineering deliverables, drawings, RFIs, technical queries, method statements, and material submittals.
  • Review designs for constructability and identify technical issues before they impact construction.
  • Coordinate interfaces with Civil, Structural, Electrical, and Instrumentation teams.
  • Manage procurement of mechanical materials, equipment, and long-lead items.
  • Monitor vendor approvals, manufacturing, inspections, FAT where applicable, delivery, and site availability.

Planning & Project Controls

  • Coordinate baseline schedules, WBS, engineering/procurement schedules, manpower plans, construction schedules, and commissioning plans.
  • Monitor daily, weekly, and monthly progress against the approved baseline.
  • Review critical-path activities, look-ahead schedules, productivity, manpower, material availability, and subcontractor performance.
  • Develop catch-up/recovery plans when progress falls behind schedule.
  • Ensure accurate progress reporting and project forecasting.

Construction & Subcontractor Management

  • Lead mechanical site execution and ensure availability of manpower, materials, equipment, tools, and work fronts.
  • Monitor subcontractor productivity, progress, quality, safety, and schedule performance.
  • Conduct regular progress and coordination meetings.
  • Resolve site and technical problems promptly.
  • Verify subcontractor quantities and completed works before payment certification.
  • Minimize material wastage, rework, and productivity losses.

Cost, Commercial & Contract Management

  • Control the project's budget, committed cost, actual cost, forecast cost, cash flow, and profitability.
  • Monitor manpower, material, equipment, and subcontractor costs.
  • Review BOQ quantities and actual executed quantities.
  • Identify additional/out-of-scope works and ensure proper documentation.
  • Support preparation of variation orders, change orders, EOT claims, and additional-cost claims.
  • Review client progress invoices and subcontractor payment claims.
  • Understand contract scope, exclusions, milestones, payment terms, LDs, variation clauses, and notice requirements.
  • Protect Petroraq's contractual and commercial interests throughout the project.

QA/QC & HSE

  • Ensure compliance with approved drawings, specifications, ITPs, method statements, and applicable standards.
  • Monitor inspections, welding/NDT requirements, testing, NCRs, corrective actions, and punch lists.
  • Ensure proper implementation of project HSE requirements.
  • Maintain strong safety control for lifting, hot work, pressure testing, confined spaces, work at height, and other high-risk activities.

Testing, Commissioning & Handover

  • Manage mechanical completion, testing, pre-commissioning, and commissioning activities.
  • Coordinate hydrotesting, flushing, equipment checks, alignment, functional testing, and system turnover.
  • Coordinate vendors, commissioning specialists, clients, and consultants.
  • Ensure completion of punch lists, as-built drawings, O&M manuals, test records, warranties, and final project dossiers.
  • Manage final handover, demobilization, and project closeout.

Client & Stakeholder Management

  • Act as a key project representative with clients, consultants, PMC, subcontractors, suppliers, and vendors.
  • Lead progress, technical, and coordination meetings.
  • Maintain strong client relationships while protecting Petroraq's interests.
  • Provide accurate project-status updates to senior management.
  • Ensure important client instructions and decisions are properly documented.

Required Qualifications

  • Bachelor's Degree in Mechanical Engineering.
  • Minimum 5+ years of mechanical EPC/construction experience.
  • Strong client management, leadership, negotiation, and problem-solving skills.
  • Knowledge of Primavera P6 and/or MS Project.
  • Excellent English communication skills.
  • PMP certification preferred.
